Prof. Gregory Thomas CHIN
Gregory T. CHIN is an Associate Professor of Political Economy at York University, Canada, and a Senior Fellow of the Global Development Policy Center at Boston University, and of the Foreign Policy Institute at the Johns Hopkins University, School of Advanced International Studies, and an Associate of LSE IDEAS. He is Co-Director of the Emerging Global Governance (EGG) Project at Global Policy journal online. He has published widely on the international and comparative political economy of China, Asia, the BRICS, international money and global finance. Greg worked in the Government of Canada from 2000 to 2006, in Ottawa at the Department of Foreign Affairs and International Trade, and the Canadian International Development Agency, 2000-2003, and as First Secretary (Development) at the Canadian Embassy in Beijing, 2003-2006. His most recent book is China and the Global Economic Order (Cambridge University Press), coauthored with Kevin P. Gallagher. He is finishing a book manuscript on Renminbi internationalization.
Event Details
This talk examines China’s evolving relations with the Bretton Woods institutions (BWIs), specifically the International Monetary Fund and the World Bank Group from the 1980s through 2025. Using a combination of new qualitative findings and quantitative datasets, Professor CHIN observes that China has taken an evolving approach to the BWIs in order to achieve its multiple agendas, acting largely as a ‘rule-taker’ during its first two decades as a member, but, over time, also becoming a ‘rule-shaker’ inside the BWIs, and ultimately a new ‘rule-maker’ outside of the BWIs. The analysis highlights China’s exercise of ‘two-way countervailing power’ with one foot inside the BWIs, and another outside, and pushing for changes in both directions. China’s interventions have resulted in BWs reforms and the gradual transformation of the global order, while also generating counter-reactions especially from the United States.
