Introduction

In the history of Chinese Buddhism, the Sangha has its own complete Sangha system. The so-called Buddhist made precepts; the founder made rules. However, since ancient times, China has been a country with the supremacy of imperial power, and it is not allowed to have a powerful group or social organization outside the control of the regime. Buddhism was introduced into China, and when the Buddhist Orders developed to a certain scale, the government gradually established a system of monk officials and monk registration management systems on top of the Buddhist orders to strengthen the control on Buddhism. Therefore, the jungle management system can be divided into the norms within the Sangha: the precepts passed down from India and the clear regulations formulated by the Chinese founders; regulations outside the Sangha. The norms in these two aspects complement each other. The norms of precepts not only affect the formulation and implementation of the government's religious policies, but also restrict and control the operation and expansion of the Buddhist Sangha.
